• Guidance for Enforcement Agencies (EAs) on Hosting Virtual Public Meetings. Unforeseen circumstances may sometimes make in-person informational meetings infeasible. CalRecycle encourages EAs to consider hosting virtual public meetings to engage with the public in order to comply with informational meeting requirements and to support the timely review of SWF permit applications.

June 2015

• Commenting on CEQA Projects and Other Land Use Developments Adjacent to Active or Closed Solid Waste Facilities. Land use development projects may be proposed for a location adjacent to a closed or active solid waste disposal site or other solid waste operation or facility. This guidance will help clarify the ability of an LEA to comment on such a project under the California Environmental Quality Act (CEQA).

May 2015

• LEA Guidance: Owner/Operator Change Processing Procedures. This guidance has been developed to help local enforcement agencies (LEAs) with the process associated with notice of a plan to sell, encumber, or convey a solid waste facility ownership and/or operation to a new owner or operator, and/or change the address of a solid waste facility owner and/or operator.

April 2015

•  Daily/Intermediate Cover and Alternative Daily/Intermediate Cover Guidance. This guidance has been developed to assist Enforcement Agencies (EA) with daily and intermediate cover regulations for disposal sites.
• Carpet Recycling Activities LEA Guidance. This webpage has been developed to assist LEAs with the three-part test relative to used carpet recycling activities.

February 2015

• Additional Storage of Recycled Materials at Solid Waste Facilities LEA Guidance. What can be done to address the potential need to store recycled materials for longer timeframes at a solid waste site? This page provides some strategies and tools to help LEAs and facility operators address the situation and reduce compliance issues.

• Writing a Solid Waste Facility Permit revised to correct numbering errors and fix a couple of typographical errors that appeared in the February 24, 2010, update.

February 2010

• Writing a Solid Waste Facility Permit. This web page has been developed in coordination with LEAs and CalRecycle staff to provide guidance on how to write a solid waste facilities permit that is consistent with California Code of Regulation, Title 27 (27 CCR) and the Public Resources Code (PRC). This web page replaces LEA Advisory No. 57 and updates and clarifies information to reflect changes to the solid waste facilities permit application (CIWMB Form E-1-77) since the advisory was originally published in 1999.

November 2008

• Guidance: Additional Storage of Recycled Materials at Solid Waste Facilities. This page provides guidance to help local enforcement agencies (LEA) and facility operators address the additional storage of recycled materials at solid waste facilities. The current economic slowdown is having a direct impact on solid waste facilities and their ability to move recycled materials off site to markets, resulting in an increasing need to store more processed material on site for longer periods of time.

April 2007

• The Permit Implementation Regulations became effective on April 13, 2007.
• Many Permit Toolbox pages have been updated to reflect the new regulations. A Summary of the Top 10 Changes provides a concise introduction to the new regulations, including links to updated Permit Toolbox Pages, links to the updated regulations, and links to other resources.

August 2005

• Reformatted the Compost Page to match other facility specific pages.
• Added TPR review checklist to Transfer Station Page.

June 2005

• Added additional CEQA resources and guidance.

January 2005

• Added new web page of resources and tools for exempt facilities, excluded operations, and activities not subject to regulations.

December 2004

• Any application filed after January 1, 2005, which requires the use of form E-1-77, must be filed with the revised application form.  For the full permit tier, this includes new or revised permits, permit exemptions, permit review reports, and RFI amendments. Applicable pages in the Permit Toolbox have been updated. For more information, see the rulemaking archives and the December 15, 2004 all-LEA email.
• Added link to the Public Hearing/Participation Tools from the Index and Full Permit Page (designed to provide resources for conducting AB 1497 hearings ).

October 2004

• Clarified guidance on the Registration Permit page regarding the reference and  attachment of the completed application form to a registration permit when forwarded to CalRecycle by the LEA.
