Types of Solid Waste Permits

The Permit Toolbox contains permit-specific information and resources for the most common types of facilities and operations. Until CalRecycle’s tiered regulatory structure became effective in 1994, there was a “one-size-fits-all” permit applied to all facilities. There are now five regulatory tiers:

Please note that other local, state, or federal agencies may also have regulatory authority over solid waste facilities. Also, all statutory citations refer to the California Code of Regulations (CCR) unless otherwise indicated.

CalRecycle regulates many types of facilities and operations that handle, process, dispose, or otherwise manage solid waste. Solid waste facilities require a permit to operate. Operations do not require a permit but may still be under the jurisdiction of CalRecycle. See the full list of facilities and operations.
