CalRecycle is required to establish, in consultation with the mattress recycling organization, the state mattress recycling baseline amount and state mattress recycling goals (state mattress recycling baseline and goals) using methodology contained in the plan and information contained in the first annual report in accordance with the California Used Mattress Recovery and Recycling Act.
On or before July 1, 2020, and every four years thereafter, statute allows the department to review and update as necessary, the state mattress baseline and goals to ensure that the program advances these goals.
The following state mattress recycling baseline and goals went into effect July 1, 2020:

Statutory Requirement
Consumer Access
The mattress recycling organization shall provide convenient consumer access to the program, including at least one permanent mattress drop-off location in each county. The requirement to have at least one permanent mattress drop-off location in each county shall not apply to a county with a population of less than 2,000 people as long as the organization continues to provide at least two collection events in the county each year. The department may require additional drop-off locations to ensure that consumers have sufficient convenient access to drop-off locations.
No-Cost Freight Service
The mattress recycling organization shall provide no-cost freight services to any mattress retailer, health care facility, educational facility, military base, or lodging establishment that has at least 100 used mattresses to pick up at one time.
2020 State Mattress Baseline & Goals Process
The Act was modified in October 2019 (AB 187, Garcia, Chapter 673, Statutes of 2019) to add specific baseline and goal requirements related to convenience of mattress recycling opportunities for consumers and retailers and requires CalRecycle to establish and make public metrics and goals for increasing program convenience.
CalRecycle released a proposed updated state mattress recycling baseline and goals discussion document on March 6, 2020, and held a public workshop on March 9, 2020, to solicit stakeholder feedback and comments. Written comments were invited through March 20, 2020. Staff presented the proposed state mattress recycling baseline and goals at CalRecycle’s June 16, 2020, monthly public meeting. CalRecycle’s acting director approved the state mattress recycling baselines and goals on June 27, 2020, which went into effect on July 1, 2020, as described in the June Request for Approval. At CalRecycle’s October 20, 2020, monthly public meeting, staff proposed a second set of state mattress recycling baselines and goals specific to program convenience, which will be effective January 1, 2022. The acting director approved the baselines and goals on October 21, 2020, as described in the October Request for Approval.

2018 State Mattress Baseline & Goals Process
CalRecycle released its proposed state mattress recycling baseline and goals on August 4, 2017, and requested stakeholder comments through September 1, 2017. On August 15, 2017, the department held a public workshop on the proposed state mattress recycling baseline and goals (see key documents below). Staff presented the proposed 2018 state mattress recycling baseline and goals at CalRecycle’s November 21, 2017, monthly public meeting. The Director approved the state mattress recycling baseline and goals on December 5, 2017, as described in the November Request for Approval.
