The Department of Resources Recycling and Recovery (CalRecycle) administers a program to provide opportunities for the local enforcement agencies (LEAs) in carrying out their solid waste facilities permit and inspection programs. Pursuant to Public Resources Code, Section 43230, these grant awards are to be used solely for support of the solid waste facilities permit and inspection programs.

Note: “EA” followed by a number is the cycle code for the Local Enforcement Agency Grant Program.

Applicants
Applicants are limited to CalRecycle certified Local Enforcement Agencies pursuant to Public Resources Code, Section 43200 and Title 14, California Code of Regulations, Chapter 5, Article 2.1, LEA Certification Requirements.
Projects
Grant funds will supplement the LEA’s existing budget for their solid waste facilities permit and inspection programs.
Funding
Total funding is $1,500,000 available for fiscal year (FY) 2021-22.

- $96,000 is set aside for LEA training and outreach.
- The remaining $1,404,000 will be distributed among grant applicants on a pro-rata basis.
The grant amount is established from a base grant award of $15,000 per jurisdiction plus additional grant funds based on population and the number of permitted, active solid waste facilities in each LEA jurisdiction.

These Terms and Conditions are applicable only to the specified cycle and/or Fiscal Year of the particular grant program specified.

Notice: These Procedures and Requirements are in draft form. Upon issuance of Grant Agreement, these Procedures and Requirements shall become final.
The Department of Resources Recycling and Recovery reserves the right to make any necessary changes to the Procedures and Requirements prior to issuance of the Grant Agreement.
