On March 8, 2010, AB 7 (8X) (Chapter 5, statutes of 2010) was enacted as an urgency measure to address matters of fiscal solvency for the Beverage Container Recycling Fund. Through AB 7 (8X), Public Resources Code Section 14581(a)(8) reduces the amount that may be expended for Quality Incentive Payments (QIP) to $10 million annually. The $10 million annual appropriation authorized by AB 7 (8X) may be expended for empty glass beverage containers collected by curbside recycling programs, drop-off or collection programs. The Department of Resources Recycling and Recovery (CalRecycle) may pay these entities up to $60 per ton for cleaned and color-sorted glass empty beverage containers meeting all the specified criteria as determined by CalRecycle and subject to availability of funds.
