Carpet Materials Management
California’s Carpet Stewardship Program ensures postconsumer carpet is reused, recycled, or properly disposed. CalRecycle oversees the program, which is run by Carpet America Recovery Effort (CARE), the nonprofit stewardship organization created by carpet manufacturers.
Program News
- On January 23, 2026, CalRecycle’s director disapproved CARE’s Differential Assessments Plan Amendment. CARE must resubmit its Differential Assessments Plan Amendment to CalRecycle by March 24, 2026. Visit CalRecycle’s Carpet Stewardship Plan Page for more information.

Carpet America Recovery Effort (CARE)
CARE is required to submit:
- A plan that describes how it will run the program.
- Annual reports summarizing program activities.
The Carpet Stewardship Program Advisory Committee provides comments and recommendations to CARE and CalRecycle prior to CARE’s submittal of plans, plan amendments, and annual reports.
