Assembly Bill 2136 (enacted October 1993) required the California Integrated Waste Management Board (now CalRecycle) to initiate the Solid Waste Disposal and Codisposal Site Cleanup Program (Program) for cleanup of solid waste sites and solid waste at codisposal sites where the responsible party either cannot be identified or is unwilling or unable to pay for timely remediation and where cleanup is needed to protect public health and safety and/or the environment. Under the Program, local governments can finance a wide range of remediation projects. There are three different funding mechanisms available:

- Illegal Disposal Site Abatement Grant Program. Grants up to $500,000 are available to local governments to clean up illegal disposal sites.
- Legacy Disposal Site Abatement Partial Grant Program. Matching grants up to $750,000 are available to assist local governments to remediate environmental problems old dumps and landfills and other solid waste problems.
- Local Government Loans. Loans to local governments who can demonstrate need and the ability to repay State funds.
All grants are awarded on a competitive basis and are subject to the availability of funds.
