Closed, Illegal, and Abandoned Disposal Sites Program

The Closed, Illegal, and Abandoned (CIA) Disposal Sites Program helps local enforcement agencies (LEA) investigate and enforce state minimum standards in California.

There are about 2,500 CIA sites identified in CalRecycle’s Solid Waste Information System (SWIS) database.

CalRecycle first carefully considers indigenous tribal areas and endangered species in all Closed, Illegal, and Abandoned investigations.

Local Enforcement Agencies are the first point of contact if you are:

  • A parcel owner looking for information on your land
  • A consultant hired by a parcel owner
  • Not the landowner, but have a concern or complaint
  • Looking for information on previous land use and remediation assessment

The CIA Disposal Site Program works directly with LEAs to:

  • Review site characterization reports
  • Assist in the installation of engineering controls to manage landfill gasses
  • Assess landfill gases at sites that currently have engineering controls
  • Provide hands-on training to screen compliance landfill gas wells for methane gas

CIA Disposal Site Program staff also provide:

  • Quality control and technical training for site information in the SWIS database
  • Technical training for investigations, remedial work scoping, and enforcement casework
