Reusable Grocery Bag Reporting System (RGBRS)

Process to Submit Proofs of Certification and Pay the Administrative Certification Fee

The Reusable Grocery Bag Reporting System (RGBRS) was developed to facilitate online submission of reusable grocery bag proof of certification documents and the submittal of administrative certification fees to CalRecycle.

A reusable grocery bag producer is required to submit a proof of certification to the RGBRS for each type of reusable grocery bag that it distributes to California stores, as defined in statute.  In addition, a reusable grocery bag producer must pay the administrative certification fee as specified in Section 17988.5 of the Regulations (PDF).

CalRecycle staff will perform a completeness review of each proof of certification submitted to the RGBRS in order to determine if it contains all the information required by statute and regulations.  Reusable grocery bag producers will be alerted within 30-days of the submission date of any deficiencies identified in the documentation provided.

Once a proof of certification is deemed complete and payment has been received, the producer’s company name and the names of the types of reusable grocery bags it distributes in the state will be posted on the Certified Reusable Grocery Bags and Producers List. The steps to complete this process are outlined below.

Follow these steps to submit a Proof of Reusable Grocery Bag Certification:

  1. Create a WebPass account. WebPass accounts are created for individuals, not organizations, and will be tied to your specific email address. If you change your email address, or if it becomes inactive, you will need to create a new WebPass account to continue accessing RGBRS. Please make certain all individuals obtain their own password and do not share passwords within your organization.
  2. Activate your WebPass by following the instructions provided in an email after step #1 has been completed.
  3. Sign-in to the RGBRS using your WebPass.
  4. Enter in company information, types of reusable grocery bag produced, and proof of certification for each bag.
  5. When complete, submit your information to CalRecycle by clicking the “submit” button under the summary tab.
  6. You will receive an email from CalRecycle acknowledging receipt of the completed submission. A subsequent e-mail notification will be sent indicating whether your certification documents are deemed complete or incomplete.

Note: WebPass accounts are created for individuals, not organizations, and will be associated with an individual’s specified email address, as entered. If you change your email address or it becomes inactive, you will need to create a new WebPass to continue accessing the RGBRS.

Follow these steps to select the required Administrative Certification Fee:

  1. Sign-in to the RGBRS using your WebPass.
  2. Navigate to the “certification fee” tab and follow the instructions provided.
  3. When completed, review your selection and submit it to CalRecycle by checking the “penalty under perjury” box and then click the “save” button in the bottom right corner.
  4. You will receive an email notification from CalRecycle acknowledging receipt of your certification fee selection.  You will also receive an e-mail with instructions explaining how to submit payment to CalRecycle.
