SB 1383 Reporting Requirements

Jurisdictions have responsibilities under SB 1383 and are required to report on program implementation and capacity planning.

Jurisdiction Annual Reporting

Each jurisdiction shall report the items identified in 14 CCR Section 18994.2, regarding the implementation of the following:

  • Contamination monitoring
  • Waivers
  • Education and outreach
  • Hauler oversight
  • Edible food recovery
  • Procurement
  • CALGreen Building Standards and Model Water Efficient Landscape Ordinance
  • Capacity planning
  • Compliance
  • Monitoring
  • Enforcement requirements

On or before August 1, 2023, and on or before August 1 each year thereafter, a jurisdiction shall report for the period covering the entire previous calendar year.

For example: By August 1, 2024, submit the report for the 2023 calendar year of January 1, 2023, through December 31, 2023.

 

County Capacity Planning Schedule for Reporting

Counties, in coordination with cities, special districts that provide solid waste collection services, and regional agencies located within the county, shall conduct the capacity planning requirements on the following.

Capacity Planning Requirements Schedule:

  • By August 1, 2024, counties shall report to the Department on the period covering January 1, 2025, through December 31, 2034. (10-year period)
  • By August 1, 2029, counties shall report to the Department on the period covering January 1, 2030, through December 31, 2039. (10-year period)
  • By August 1, 2034, counties shall report to the Department on the period covering January 1, 2035, through December 31, 2044. (10-year period)

Jurisdiction Electronic Annual Data Reports

CalRecycle has developed a tool utilizing Power Business Intelligence (Power BI) to create reports based on self-reported data provided by jurisdictions from the Electronic Annual Report (EAR). The tool offers data visualization reports including SB 1383 commercial businesses compliance reviews, container collections systems, SRRE Programs, and compostable plastics and plastics bags allowed in green container and compostable facilities.
