Overview
On September 24, 2026, the Office of Administrative Law (OAL) approved Senate Bill (SB) 1113 (Statutes 2024, chapter 182) Pilot Projects Program Emergency Regulations. The purpose of this rulemaking was to readopt the emergency regulations to extend the expiration date of these regulations to January 01, 2034.
The Department of Resources Recycling and Recovery (CalRecycle) proposed emergency regulations per Public Resources Code section 14571.9 (j) to conform to SB 1113 extending the inoperative date of PRC section 14571.9 from June 30, 2026 to January 1, 2034.

Current Status
The emergency regulations were approved by OAL effective September 24, 2026. They will expire on January 01, 2034.
The SB 1113 Pilot Project emergency regulations were submitted to the Office of Administrative Law (OAL) on September 17, 2026, beginning the 10-calendar day emergency rulemaking process. The 5-calendar day public comment period began on September 17, 2026, and ended on September 22, 2026.
