Overview
Every year, CalRecycle is authorized and required by statute to consider the adequacy of the covered electronic waste (CEW) recovery and recycling payment rates. The Department of Resources Recycling and Recovery (CalRecycle) proposed file and print regulations per Public Resources Code (PRC) sections 42477 and 42478. These regulations are necessary to maintain CalRecycle’s responsibilities under the Electronic Waste Recycling Act of 2003, as amended.
On April 8, 2024, CalRecycle held an informal public workshop to solicit feedback from the public, the regulated community, and other interested parties on the proposed payment rates.
The proposed file and print regulations were submitted to OAL on April 24, 2024. On May 22, 2024, the Office of Administrative Law (OAL) approved the Covered Electronic Waste (CEW) Recovery and Recycling file and print regulations. The regulations become effective on July 1, 2024.
The regulations increased the following rates:
- Standard Statewide Recovery Payment Rate for all CEW from $0.35 per pound to $0.40 per pound
- Standard Statewide Combined Recovery and Recycling Payment Rate for:
- Cathode ray tube (CRT) CEW from $0.98 per pound to $1.13 per pound
- Non-CRT CEW from $1.10 per pound to $1.15 per pound
Affected Regulatory Code Sections
CalRecycle proposed regulations to amend Title 14, California Code of Regulations (CCR), Division 7, Chapter 8.2, Sections 18660.24, 18660.25, 18660.33, and 18660.34.
Current Status
The file and print regulations were submitted to OAL on April 24, 2024, and were approved on May 22, 2024. The regulations become effective on July 1, 2024.
