General
- What date should applicants anticipate receiving a Notice to Proceed letter upon award of a Cycle 43 grant?
CalRecycle staff anticipates awarding grants in December 2024. Notice to Proceed emails will be sent after the Grant Agreement is executed. Please note that these dates are tentative.
- Does CalRecycle require the applicant to have an EPPP Policy?
Consistent with CalRecycle’s core values, CalRecycle requires all applicants to have or develop, adopt, and implement an Environmentally Preferable Purchasing and Practices (EPPP) Policy for their organizations.
Applicants must have an EPPP Policy in place prior to submitting their application and certify this fact on the Detail tab in the application. If applicants do not have an EPPP Policy in place prior to submitting their application, they must certify to the fact that a Policy will be adopted by the secondary due date on the Detail tab in the application.
Please note that CalRecycle will not pre-approve or review your EPPP Policy documents.

- Is the information provided in the CA Grant Portal listings for small projects and construction up-to-date, or should applicants only refer to CalRecycle’s webpage for the most up-to-date information?

- We’re in the process of applying to an HD grant for Household Hazardous Waste program. It came to my attention that I actually don’t know what HD stands for and I have received that question so if you could just let me know. I couldn’t find any documentation on it. I assume it could just be a code for the actual grant.
“HD” is CalRecycle’s naming convention for this grant to identify the Household Hazardous Waste Discretionary Grant.
Eligibility
- Are the purchase household battery containers eligible?
The purchase of household battery containers to recycle household batteries are eligible.
Funding
- MSWMA currently does collect common HHW materials, but these collection costs and disposal are not part of a grant funded program. We have been looking for ways to generate more funds to keep these collection events going, especially the mobile events. Just wasn’t sure what was meant by ‘program’.
Program refers to the Household Hazardous Waste Discretionary Grant Program.
Application
- If a jurisdiction does not have a Household Hazardous Waste (HHW) facility, then what location do they put on the application for their mobile collection events?
List the anticipated site(s) where the HHW events will be held.
- What is the scoring criteria?
There is no scoring criteria for HD43. Staff will review all applications to confirm project eligibility and evaluate the application to determine if the application meets all requirements. A random selection process will be conducted if the cycle is oversubscribed. Refer to the “Grant Application Review Process” in the Application Guidelines and Instructions.
- We were awarded funds as part of HD41 FY 23-24. I see that HD43 FY 24-25 applications are due August 20th. I only have one HHW program that is currently fully funded by HD41. Since the HD41 and HD43 grant terms overlap, can I apply for HD43 and only apply for the funds I need for February 2027 – February 2028 (only year grant term does not overlap)? Not sure what is typical in this scenario.
You may apply for the HD43 grant, but since you have a prior HD grant within the last three fiscal years, you will not have priority status for the drawing of the award.
