Carpet Stewardship Program Annual Reporting
Carpet stewardship organizations are required to submit annual reports to CalRecycle by September 1 of each year. Refer to the law (see Public Resources Code sections 42968 to 42968.8 and 42970 to 42983.5) and regulations for more information on annual report requirements.
Carpet America Recovery Effort (CARE) is the only stewardship organization operating a carpet stewardship program in California.

2024 Annual Report

- CalRecycle determined that the report was noncompliant on March 24, 2026.
- CalRecycle received two public comments.
2023 Annual Report

- CalRecycle determined that the report was noncompliant on January 30, 2025.
- CalRecycle received no public comments.
- CARE submitted corrections to metrics impacted by a calculation error on July 31, 2025.
2022 Annual Report

- CalRecycle determined that the report was noncompliant on January 29, 2024.
- CalRecycle received one public comment.
- CARE submitted corrections to metrics impacted by a calculation error on July 31, 2025.
2013-2021 Annual Reports
- 2021 Annual Report was found to have not met all requirements of statute, regulations, and CARE’s stewardship plan on October 18, 2022.
- 2020 Annual Report was found to have not met all requirements of statute, regulations, and CARE’s stewardship plan on January 31, 2022.
- 2019 Annual Report was determined to be noncompliant on April 29, 2021.
- 2018 Annual Report was analyzed by staff and presented on November 19, 2019.
- 2017 Annual Report was analyzed by staff and presented on November 20, 2018.
- 2016 Annual Report was determined to be noncompliant on September 21, 2017.
- 2015 Annual Report was determined to be noncompliant on September 21, 2016.
- 2014 Annual Report was determined to be noncompliant on September 15, 2015.
- 2013 Annual Report was determined to be noncompliant on September 16, 2014.
- July 2011-June 2013 Annual Report was submitted on July 2, 2013.
Copies of documents not linked in an associated Public Notice and information that the interested party believes is redacted beyond what is required by law may be requested via a Public Records Act Request.
