  1. What is the purpose of the Increased Recycling of Empty Glass Beverage Containers grant?

The fundamental goal of the Program is to assist in funding regional pilot programs that are supplying bins for collection of empty glass beverage containers from restaurants and on-sale retail licensed establishments (on-sale beer and wine licenses, on-sale general licenses, and on-sale general licenses for seasonal businesses), with the goal of increasing the recycling of glass beverage containers. Please refer to the Eligibility, Scoring Criteria, and Evaluation Process for the Increased Recycling of Empty Glass Beverage Containers Grant Program (California Beverage Container Recycling Fund, Fiscal Year 2024-25).

Eligibility

  1. Is the collection of wine bottles from tasting rooms an eligible project for the Increased Recycling of Empty Glass Beverage Containers Grant Program?

The collection of wine bottles from tasting rooms would be an eligible project component.  The eligible projects for the Increased Recycling of Empty Glass Beverage Containers Grant Program are to establish a regional pilot program that includes all off the following:

  • Purchasing of bins for the collection of empty glass beverage containers from restaurants or on-sales retail licensed establishments licensed pursuant to the Alcoholic Beverage Control Act (Division 9 (commencing with Section 23000) of the Business and Professions Code).
  • Collection and consolidation of contents from the bins.
  • Transportation of the empty glass beverage containers that are collected to a glass processing facility.

  1. Is this grant only available for “California” municipalities?

Yes, local governments within the state of California.

  1. Does this grant exclude private haulers?

No. Eligible applicants include local governments, eligible entities such as tribal entities, private for-profit entities, and non-profit organizations. Must be qualified to do business in California and be in good standing with all applicable California state agencies, including being registered and current in the Registry of Charitable Trusts.  Please refer to the Eligible Applicants section of the Application Guidelines and Instructions document.

  1. Can it be confirmed for this grant that all three of the activities must be included in an application? For example, we cannot only propose purchasing bins, it must be all three activities to purchase, collect and transport glass bottles.

Yes, all three activities must be included to be considered an eligible project.   Please refer to the Eligible Projects section of the Application Guidelines and Instructions document.

  1. For private individuals applying for a grant as a non-profit, do I need to establish a federal 501(c)(3) tax exempt status first?

Yes. The Non-profit 501(c)(3) must be established by the application due date of December 10, 2024, and must be qualified to do business in California and be in good standing with all applicable California state agencies, including being registered and current in the Registry of Charitable Trusts.

  1. As an established recycling business, is there a minimum year(s) requirement that I need to be established/operating before applying?

No, however applicants that seek to pay out CRV for the collected glass, must be a Certified Recycling Center, and meet the requirements of Section 2525(k) of the California Code of Regulations.

Funding

  1. Is this a reimbursement grant or do we get advanced funds (if awarded) at the beginning of the grant term?

Payments are made to the grantee on a reimbursement basis and only for eligible activities, products, and costs specifically included in the approved Work Plan and approved Budget. To be eligible for reimbursement, costs must be incurred and fully paid (payments must be cleared).  All grant-funded costs must be incurred after receiving a Notice to Proceed and before the end of the Grant Term.   1. Is there a cap on the labor and/or is indirect rate allowable?

There is no cap on the category of labor costs however, as this is a reimbursable grant program the total costs for the project cannot exceed the maximum available amount of $2,000,000 for grant awards. All costs must be directly related to the project. For additional information, refer to the Eligible Costs and Ineligible Costs section of the Procedures and Requirements document.

  1. When are applications due for the Increased Recycling of Empty Glass Beverage Containers Grant program?

Applications are due no later than 11:59 p.m. on December 10, 2024.

  1. Would it be possible to set up time to discuss this grant opportunity?

The Increased Recycling of Empty Glass Beverage Containers Grant Program is a competitive grant opportunity.  Once the application period is open CalRecycle staff are unable to schedule meetings to discuss the grant opportunity.
