Overview
The Department of Resources Recycling and Recovery (CalRecycle) is proposing emergency regulations per Public Resources Code (PRC) section 42475.2 in response to Senate Bill (SB) 1215 (Newman, Chapter 370, Statutes of 2022) (SB 1215).
The proposed regulations readopt the previous two SB 1215 emergency regulation packages. For background on these packages, visit: [Archives] SB 1215 Covered Battery-Embedded Products Emergency Regulations. The proposed regulations also include the following modifications:
- Specifying the deadlines for participant responses to questions or requests for clarification regarding net cost report surveys that do not require the production of records;
- Clarifying that payments to handlers and approved collectors in excess of the Standard Statewide Recovery Payment Rate will not be considered by CalRecycle when determining payment rates pursuant to PRC sections 42477 and 42478;
- Clarifying Covered Battery-Embedded Waste Recycling fee amounts for manufacturer-bundled products, retailer-combined packages, combination and bundled packages, cellular telephone or other wireless telecommunications devices; and
- Updates to remove unnecessary text.

CalRecycle is proposing emergency regulations to amend Title 14, California Code of Regulations (CCR), Division 7, Chapter 8.2, sections 18660.7, 18660.10, 18660.11, 18660.12, 18660.13, 18660.14, 18660.16, 18660.18, 18660.22, 18660.30, 18660.34, and, 18660.41.
CalRecycle is proposing emergency regulations to adopt Title 14, CCR, Division 7, Chapter 8.2, section 18660.40.1.
Current Status
CalRecycle will be holding an informal public workshop on July 14, 2026, at 10:00 a.m., to solicit feedback from the public, the regulated community, and other interested persons on draft regulatory language. The proposed emergency regulations implement,
make specific, and clarify SB 1215 along with other updates to the Covered Electronic Waste Recycling Program.

The rulemaking documents will be available on this webpage a minimum of five (5) working days before CalRecycle files notice of the proposed emergency regulations with the Office of Administrative Law (OAL).
A copy of the workshop materials will be published to the public notice in advance of the workshop.

The public workshop will also be accessible virtually via Zoom for direct participation and via webcast for observation only. To attend virtually via Zoom, you must register in advance. Registration is free.
To observe the public workshop via webcast, please go to the Public Meeting Live Webcasts. Webcast participants will not be able to ask questions. If you are participating remotely and anticipate providing comments, it is recommended to join through Zoom. No registration is necessary to view the Webcast.
Simultaneous Spanish interpretation will be available in-person at the workshop and remotely via Zoom or webcast. For in-person interpretation services, headsets will be available and can be provided by CalRecycle staff prior to or during the workshop. If you need interpretation services in a language other than Spanish, please notify CalRecycle at regulations@calrecycle.ca.gov by July 6, 2026, and we will do our best to accommodate your request.
