Overview
On August 7, 2026, the Office of Administrative Law (OAL) approved the addition of California Code of Regulations (CCR), Title 14, sections 18993.1(f)(5) as meeting the requirements of 1 CCR, section 100 for changes without regulatory effect.
14 CCR section 18993.1(f) in its current form does not specifically state that pipeline biomethane is in the list of Recovered Organic Waste Products (ROWPs) that jurisdictions may procure to comply with procurement targets.
The Department of Resources Recycling and Recovery (CalRecycle) proposed these changes without regulatory effect in response to Assembly Bill No. 70 (Statutes 2025, chapter 678) (AB 70). The current regulatory provision in 14 CCR section 18993.1(f) needs to be amended to specifically include pipeline biomethane in the list of ROWPs that jurisdictions may procure to comply with procurement targets. CalRecycle sought to amend the regulations to conform with the mandated statutory language and requirements of AB 70.
