[Archives] Covered Electronic Waste: Designated Approval Collectors

On March 5, 2019, the Office of Administrative Law (OAL) readopted and approved emergency rules governing the Designated Approval Collector provision of the Covered Electronic Waste (CEW) Recycling Program. The effective date of the re-adoption is March 17, 2019.

The regulations establish and clarify requirements related to participating in the CEW program as a Designated Approved Collector, the responsibilities and options when a local government chooses to designate a collector, and CalRecycle’s oversight and administrative responsibilities for the provision.

Affected Regulatory Code Sections

California Code of Regulations, Title 14, Division 7, Chapter 8.2, Article 7, commencing with Section 18660.47. Related edits and deletions are also made to existing Article 1 (General–Definitions) and Article 2.2 (Electronic Waste Payment System–Business Requirements).

Historical Information

Over the course of several years, program staff held multiple workshops on the topic of revising the Designated Approved Collector provision. Staff filed the emergency rulemaking package with OAL on March 9, 2017. OAL approved emergency regulations governing the Designated Approval Collector provision of the Covered Electronic Waste Recycling on March 16, 2017.
