Procedure for Claiming the Recycling Incentive
Certified used oil collection centers, industrial generators, and curbside programs can apply for the recycling incentive.
They must be certified and registered with CalRecycle.
Used lubricating oil hauled to a certified recycling facility on or after the date of certification can be claimed for the recycling incentive.
To File a Claim
Include the following supporting documents with a completed claim form to be eligible for the recycling incentive payment.
- Used Oil Recycling Incentive Payment Claim/Report (CalRecycle 31, rev. 3/17)
- Form Attachment for Operators of Multiple Used Oil Collection Centers (CalRecycle 31B, rev. 1/17)
- Contaminated Used Oil Reimbursement Application (CalRecycle 325, rev. 3/24)
- Used Oil Re-Refined Incentive Payment Claim (CalRecycle 328), new 5/17)
- Sample Used Oil Log Form (CalRecycle 201)
Two additional forms must be completed the first time you apply:
To apply for the recycling incentive, submit copies of completed, typed, or legibly handwritten manifests or modified manifest receipts from approved used oil haulers with the claim.
Key Program Details
- You must be certified or registered in the program.
- The date of certification is the first date you can claim oil picked up by an approved used oil hauler.
- You must submit requests within 45 days of the end of each calendar quarter.
- Incentive quarterly claims cannot be combined or submitted all at one time.
- Each quarter must be submitted separately.
The established dates for quarterly claim periods are:
- January 1-March 31
- April 1-June 30
- July 1-September 30
- October 1-December 31

The reimbursement process takes 90 days from the receipt of an incentive claim with no errors.
Claims with discrepancies take longer.
