Compliance First: Evaluation of Solid Waste Facilities State Standards (2005) (approx. 90 minutes): This video is from a training course offered throughout the state by the CIWMB (now CalRecycle) in the fall of 2005. The scope of the training focused on frequently violated state minimum standards. Facility types included in this training were: landfills, transfer stations, composting facilities and operations, chip and grind operations, and construction, demolition and inert debris (CDI) operations. The course included examples of violations, areas of concern and compliance with the most violated minimum standards.

Development of Closed Sanitary Landfills Seminar (approx. 4 hours): This video includes presentations on: design components, foundations and settlement, postclosure case studies, landfill containment systems and how these systems affect postclosure land use, settlement, compaction, infrastructure and settlement, landfill gas, health and safety and the formal closure plan process for operating sites.

Emergency Response: Controlling Landfill Fires (10 minutes): This video includes information on controlling panic, tips for fighting fires, safety and the most effective ways to extinguish a fire.

Emergency Response: Preventing Landfill Fires (11 minutes): Information on preventing fires, preparing for them, controlling them and their causes.

Equipment Safety: General Issues (9 minutes): Includes information on maintenance, walk-around inspection checklist, training, operation and parking.

General Dozer Safety (12 minutes): This video includes information on pre-trip inspections, mounting and dismounting, starting, working around others, pushing, speed and working on slopes and the tipping pad.

Handling Difficult Loads (9 minutes): This video includes information on types of loads, and difficulties such as slow unloading, mixing vehicles, bulky materials, unstable vehicles, tire damage, dusty loads and litter loads.

Introduction to Landfill Operations (1996) (12 minutes). This video provides a basic understanding and overview of how landfill operations process and reduce waste.

LEA/CIWMB Conference:

• 2007 Conference-Netting Success and Anchoring Alliances* (2-DVD set; 3 hours, 54 minutes): This conference proved to be an outstanding event that succeeded in providing a host of interesting topics for Board staff, local enforcement agencies, tire grantees, and for the first time, to solid waste facility operators. The sessions in the video include welcoming remarks, global warming and climate change, land use and communicating effectively.

Load-Checking* (2007) (3-DVD set; 3 hours, 57 minutes): This class provided information on the implementation of hazardous and prohibited waste load-checking programs at solid waste disposal facilities. The topics covered included:

• Fundamental concepts of a load-checking program
• Regulations related to load-checking at solid waste facilities
• The types of wastes that are prohibited from disposal and should be looked for in a load checking program.
• Methods for identifying prohibited or hazardous wastes
• Basic health and safety practices and emergency procedures
• Specific waste handling and storage procedures
• Record keeping

The class also included several successful case studies from both local enforcement agencies (LEA) and operators. The operators described their hazardous waste exclusion programs, and LEAs described programs they have developed to work with operators to prevent receipt of prohibited wastes.

Managing Conflict Productively* (2008) (1 hour, 43 minutes): This one-day class focused on the productive management of conflict for LEAs and CIWMB staff who are often involved in complex negotiations with operators and other regulatory agencies, often with a variety of interests. Management of conflict is vital in this environment. During the class, concepts for understanding conflict and tools to manage conflict were covered and practiced using representative LEA and CIWMB customized scenarios. Topics included: conflict escalation and de-escalation, the role of perception, negotiation interests and positions, conflict management approaches, and communication tools to manage conflict.

Planning for Informational Meetings* (2007) (3 DVD set; 3 hours, 33 minutes): In January and February 2007, the CIWMB offered this class to LEAs, solid waste facility operators, and CIWMB staff. This class provided participants with the requirements for public notices and informational meetings as prescribed in the regulations based upon Assembly Bill 1497 (Montanez), Chapter 823, Statutes of 2003. The training provided attendees with tips, examples, resources, and group exercises to demonstrate how to prepare and manage public meetings. Instructors discussed the steps required to prepare for a public informational meeting, such as:

• The initial step of assembling a team.
• Researching demographics.
• Preparing a frequently asked questions (FAQ) list.
• Developing a public notice.
• Practical methods used to manage difficult people and situations.

Lecture combined with small group exercises provided LEAs, operators, and CIWMB staff the opportunity to network and brainstorm other strategies to use when faced with planning an informational public meeting on a controversial issue.

Solid Waste Permit Process and CEQA Refresher Training (2008) (2-DVD set; 2 hours): This 2-day training highlighted the solid waste facility permit process with emphasis on the California Environmental Quality Act (CEQA) linkages on the Board’s website and was offered to LEAs, Board staff, operators, planners and consultants. The training was done in partnership with volunteers from various county environmental health LEAs and CIWMB staff using PowerPoint presentations and group activities to engage the audience and provide an interesting and informational training.

Disclaimer: The CEQA training was conducted almost exclusively using group exercises. The group exercises did not get video recorded. Therefore, this video training does not provide detailed training on CEQA. References provided in this training for CEQA include:

Spotter Safety: Communicating with Drivers (10 minutes): This video includes information on verbal and non-verbal communication, communicating at the tipping pad, spotter safety and uniforms.

Traffic Safety: Road Design (12 minutes): This video includes information on communication, organization and layout, unloading area and signs.
