In February 2011, the Governor’s Office instructed all state agencies to “…immediately review the use of all promotional items and disallow further purchases of such items…” The directive also applies to purchases made by grantees using state funds. In July 2011, CalRecycle grantees and payment recipients received a letter and a Question & Answer document providing guidance regarding restrictions on the use of state funds for the purchase and distribution of certain previously authorized giveaway items. The documents describe the distinction between functional items which remain eligible for grant funding versus strictly promotional giveaway items that are now ineligible.
