The Department of Resources Recycling and Recovery (CalRecycle) administers the Beverage Container Recycling Grant Program to provide opportunities for California local government agencies, cities, counties, regional programs, public colleges and universities, public school districts, non-profit organizations, and qualifying Indian Tribes. The fundamental goal of the program is to reach and maintain an 80 percent recycling rate for all California Refund Value beverage containers–aluminum, glass, plastic, and bi-metal.

Criteria
Eligibility
Applicants
- California cities, counties, Joint Powers Authorities, Special Districts, and other local government entities.
- Public colleges and universities and public K-12 school districts.
- Non-profit organizations (except private schools K-12) registered with the federal government under 501(c)3, (c)4, (c)6, or (c)10 of the Internal Revenue Code.
- Qualifying Indian Tribes. A “Qualifying Indian Tribe” is defined as an Indian tribe, band, nation or other organized group or community, residing within the borders of California, which:
- Is recognized for special programs and services provided by the United States to Indians because of the status of its members as Indians; or
- Can establish that it is a government entity and which meets the criteria of the grant program.
As of January 1, 2015, California Labor Code section 1782 prohibits charter cities from receiving state funds or financial assistance for construction projects if those cities do not comply with sections 1770-1782 of the Labor Code. If a charter city will be included in an application (either as the sole applicant, as a participant in a regional application, or as a member of an applicant Joint Powers Authority), more information can be found on CalRecycle’s California Labor Code section 1782.
Projects
- Multi-family residential dwellings (five units or more).
- Public colleges/universities, non-profit colleges/universities, and public K-12 school districts.
- Outreach and education related to beverage container recycling.
- Community events including, but not limited to, those sponsored by local jurisdictions.
- Parks/recreational areas.
Funding
- $1,500,000 available for each fiscal year (FY) 2016–17 and 2017–18
- $50,000 is the minimum and $250,000 is the maximum per grant award

Notice: These Procedures and Requirements are in draft form. Upon issuance of Grant Agreement, these Procedures and Requirements shall become final.
The Department of Resources Recycling and Recovery reserves the right to make any necessary changes to the Procedures and Requirements prior to issuance of the Grant Agreement. Any such changes will be non-negotiable. In the event that any changes are made to the Procedures and Requirements, all Grantees will be notified as to what specific changes have been made.
Once the Grant Agreement has been issued and the Procedures and Requirements have become final, the text of the incorporated Procedures and Requirements may not be altered, changed or revised in any way, except in writing by mutual agreement of the parties pursuant to the Amendment provision contained in the Terms and Conditions.
