Changes to the Manifest Program

On July 1, 2003, the California Uniform Waste and Used Tire Manifest System was implemented. This new manifest system included two forms (manifest and trip log forms) to be completed and submitted to CalRecycle (formerly CIWMB) by the generators, haulers, and end-use facilities.

In August 2004, CIWMB developed several proposals for simplifying the manifest system. As a result of several workshops which included stakeholder input, the Comprehensive Trip Log (CTL) form (CIWMB 203) was created.

On February 15, 2005, the Board voted to proceed with the implementation of the CTL form. This form would replace the two forms originally used and would be used for every waste or used tire transaction occurring in California. The CTL form simplifies the process for the generators and end-use facilities and places more requirements upon the hauler.

On July 1, 2005, a letter was sent to the regulated community advising them of manifesting changes. Please refer to the following letter and sample CTL form for more information.

In August 2005, the new form was distributed for use to haulers, who would be responsible for completing the form and obtaining the generator’s or end-use facility operator’s initials to verify the information is complete and accurate.
