Comprehensive Compost Odor Response Project (C-CORP)

The best and most appropriate operating practices (best management practices) are utilized to avoid negative impacts, such as odor. The Comprehensive Compost Odor Response Project (C-CORP) Report contains a comprehensive literature review on the best management practices for composting and valuable basic information on the science of the composting process. The C-CORP report provides practical tools for LEAs and operators to conduct site assessments to minimize odor impacts and effectively respond to odor complaints.

I. History of Project

The project was the result of increasing odor complaints around compost facilities. The goal was to find solutions to odor problems at compostable materials handling sites.

    1. What the project was:

      The project was designed to provide a practical tool for LEAs to identify and provide mitigation measures for odors at composting facilities (i.e., recipe-oriented, decision tree after odor chart).

    2. Approach was two-pronged:
      1. Proactive approach–focused on preventative measures to ensure that potential environmental impacts of a facility are properly considered and planned for at the earliest stages of planning, siting, and permitting.
      2. Reactive approach–provided practical tools for LEAs to effectively respond to odor complaints and specific mitigation strategies for operators to use in minimizing odor impact.

II. Project Team

    1. Brenda Smyth of CIWMB (now CalRecycle) was the contract manager.
    2. There was a contractor from San Diego State.
    3. Bridget Brown, formerly of the CIWMB, was the liaison between Divisions, and between CIWMB staff and LEAs, and assisted the contract manager as needed.

III. Key Tasks Contractors Developed

    1. LEA Odor Identification Kits (Note: These kits are no longer used or available.)

      Approximately 5-7 vials with odors (including: solvents, salty compounds, meat, organic acids, etc.) to help with odor identification to distribute to various LEAs

    2. A Mitigation Strategy Menu [Note: The Mitigation Strategy Menu is included in the Contractor’s final report.]

      Contractor developed a matrix of the most common odor events, how to identify odors, likely causes, and menu of mitigation strategies for each type of odor occurrence.

    3. A Local Government Guide [Note: The Local Government Guide is included in the Contractor’s final report.]

A guide for local governments to help with planning and permitting decision-making before siting and permitting compost facilities
