Tire Brokers

Description

CalRecycle proposes to enact new regulations governing tire brokers pursuant to Assembly Bill (AB) 1647 (Gordon, Chapter 534, statutes of 2012). This law required, in part, that tire brokers who arrange for the shipment of used or waste tires that are imported into, exported from, or pass through California, to register with and to submit periodic information to CalRecycle on the tire shipments they arrange. AB 1647 was codified in the Public Resources Code in sections 42950(i)42952(b)42957, and 42961.7.

In December 2014, CalRecycle began drafting these regulations and is looking for input from the regulated community prior to beginning the formal rulemaking process that ultimately will lead to final regulations being adopted.

Affected Regulatory Code Sections

California Code of Regulations, Title 14, Division 7, Chapter 6, proposed new Article 8.6, commencing with section 18466.

Current Status and Documents

CalRecycle has held two workshops, March 4, 2015 and March 15, 2016, and will review comments provided to determine the next steps.
