Landfill Gas Monitoring and Control Systems for Active Disposal Sites (Updated 4/28/09): Provides answers to questions asked by stakeholders regarding the new landfill gas (LFG) monitoring regulations which now include the more detailed requirements currently applicable to closed disposal sites. Answers discuss the requirements, submittal and approval process, exemptions to the regulations or alternatives to the standards, and required documents.
Long-Term Postclosure Maintenance and Corrective Action: Frequently asked questions (FAQs) regarding the Long-Term Postclosure Maintenance and Corrective Action Cost Estimates and Financial Assurance Demonstrations for Landfills (Phase 1 and Phase 2) regulations. The regulations require corrective action financial assurance demonstrations for non-water release exposures (in addition to those already required for water release exposures) and further define the required amounts of postclosure maintenance financial assurance demonstrations. The regulations also clarify and adjust requirements for change of ownership during closure and postclosure maintenance, permit application, permit review and CalRecycle permit processing, certification of closure, closure cost estimates, and postclosure maintenance plans and cost estimates.
Minor Violation Enforcement Option Implementation (Updated 7/21/09): Assembly Bill 2679 (Stats. 2008, Chapter 500), effective January 1, 2009, modifies sections of the Public Resources Code to enhance enforcement options for solid waste enforcement agencies (EA) and the CIWMB (now CalRecycle). One of the major changes is a new enforcement option for EAs and the CIWMB to use to address “minor violations” observed during an inspection of a solid waste facility or disposal site.
Permit Implementation Regulations: This document was developed to provide answers to questions about the permit implementation regulations, which implement solid waste facility permitting requirements mandated by AB 1497 (Chapter 823, Statutes of 2003), apply construction and demolition requirements to the regulation of other solid waste facilities as directed by CalRecycle, and clarify permit process requirements.
