This electronic newsletter is an update on the implementation of California's Electronic Waste Recycling Act of 2003 (SB 20, Sher, Chapter 526, Statutes of 2003). It is being sent to you because you have expressed an interest in the subject of electronic waste (e-waste) management in California.
Draft Proposed Emergency Regulations Posted
CalRecycle has posted
draft text for emergency regulations to implement certain provisions of
the Electronic Waste Recycling Act of 2003. The proposed language and

Reminder: General Stakeholder Meeting On SB 20 Emergency Regulations Scheduled for April 2, 2004
CalRecycle and the Department of Toxic Substances Control (DTSC) have scheduled a general stakeholder meeting on the topic of proposed emergency regulations to implement SB 20 for April 2, 2004, in Sacramento. The meeting will be held from 8:30 a.m. until approximately 4:30 p.m. at the CalEPA Headquarters Building.
This meeting will be an opportunity for stakeholders to provide public comment on the proposed emergency regulations relating to SB 20 implementation. To maximize meaningful participation, stakeholders are encouraged to review workshop materials and prepare comment prior to attending the workshop.

Regulations To Be Considered By CalRecycle
A consideration item on emergency regulations relating to SB 20
implementation is scheduled to be on CalRecycle's agenda for its regular monthly meeting scheduled for
April 13-14, 2004. More information on CalRecycle meetings and agendas

Possible Adjustment to Key Date
A careful reading of the proposed emergency regulations will reveal that the date after which e-waste collection and recycling activities qualify for payment is set at October 1, 2004. This is to reflect discussions currently underway in the Legislature that may slightly postpone the beginning date for fee collection. Current language in SB 20 requires retailers of covered electronic products to begin collecting the $6 to $10 recycling fee beginning July 1, 2004. Any adjustment in dates would be part of SB 50, a clean-up bill that may be enacted as an urgency measure. Stay tuned to CalRecycle's website for updates. www.calrecycle.ca.gov/Electronics/Act2003/
New Navigation At CIWMB Electronic Waste Website
CalRecycle's web area for the implementation of SB 20 has been modified
to improve navigation based on audience interest. New menu categories for
manufacturers, retailers, consumers, and collector/recyclers have been
added to the left-hand side. Better connectivity has been established with
related areas in DTSC's website. Also new is a category especially for
regulations. Stakeholders should feel free to comment or make suggestions
on how this site can be improved to serve them better. Check it out at:
